CT man among two accused of trafficking firearms and gun components out of country

A federal grand jury has returned a nine-count indictment against a Connecticut man and a man last known to be residing in Virginia in connection with allegations they were involved in trafficking firearms and gun components out of the country.The indictment returned by the grand just in New Haven charges Waterbury resident Neilcon St. Louis, 39, and Davidson Alexander, also known as “Harley, ” 29, a citizen of Dominica residing in Suffolk, Virginia, according to the U.S. Attorney’s Office for the District of Connecticut.The indictment was unsealed this week after St. Louis and Alexander were arrested.According to federal officials, from at least January 2021 through September 2024, St. Louis, Alexander and others, including an unnamed resident of Dominica, conspired to deal firearms without a license. During the operation, officials allege firearms, firearm components and ammunition were exported out of the country to Dominica without authorization from the U.S. Department of Commerce and in violation of the Export Control Reform Act.Federal officials said St. Louis, Alexander and the third individual allegedly purchased numerous firearm components from sellers on eBay, which were then mailed to their relatives and acquaintances in the U.S. St. Louis and Alexander allegedly obtained the purchased firearm components and then smuggled them through the mail either by themselves or by directing others to do so to co-conspirators in Dominica or to a Miami-based freight forwarding company that then shipped the parcels to co-conspirators in Dominica, according to federal authorities.The indictment charges St. Louis and Alexander with one count of conspiracy and one count of conspiracy to violate the Export Control Reform Act. These charges combined expose each of them to a maximum of 25 years in prison.The indictment also charges St. Louis with five counts of violating the Export Control Reform Act and Alexander with four counts of the same offense. Each count carries a maximum of 20 years in prison. St. Louis also faces two counts of smuggling goods from the U.S. and Alexander with one count of the same charge. Each count of that charge carries a maximum of 10 years in prison.Following their arrests, St. Louis appeared in federal court in New Haven, while Alexander appeared before a judge in Norfolk, Virginia. They were both released pending a trial, federal officials said.
